The $100 Solution: A Post-Pandemic Path Forward for National Pharmacare in Canada
This presentation will discuss the prospects for implementing national pharmacare, focusing on the new reality of a (hopefully) post-pandemic Canada, the challenges associated with federal-provincial dynamics, and an overview of the strengths and weaknesses of the current prescription drug coverage regime. It will offer the rationale behind and details of a drug coverage policy proposal, arguing for the expansion of pharmacare coverage to ensure all Canadians have access to the medicine they need at a reasonable and sustainable cost to government.

Joseph Berger leads McKesson Canada's though leadership work, as the director of public policy and research in its Government Affairs team. Since joining the team in 2017, Joseph has helped McKesson Canada navigate the opportunities and challenges related to healthcare public policy in Canada, working on national pharmacare, drug price evolution, wholesale distribution, pharmacist scope of practice, COVID-19 response, and more. Joseph has a Master’s degree in public policy and public administration, and has written extensively on social policy issues related to higher education, healthcare and federal-provincial policymaking in Canada.
Discussant: Ana Komparic
Ana Komparic recently completed her PhD at the Leslie Dan Faculty of Pharmacy, with a Collaborative Specialization in Bioethics, under the supervision of Professor Alison Thompson. Ana’s doctoral research examined the ethical discourse in arguments in the Canadian pharmacare public policy debate. Following the completion of her doctoral studies, Ana joined the Office of the Chief Science Officer at the Public Health Agency of Canada as a policy analyst.
